ISFED reacts to the statement of a non-governmental organization CIDA about the processes of competitions and certification in local self-government agencies, published on March 9, 2015. It became known that due to problems of transparency and fairness identified in the process, CIDA’s Executive Director Zviad Devdariani decided to leave the committee for competitions and certification.

Tomorrow, on March 5 at 15:00 ISFED’s office in Kutaisi will host a meeting with candidates of competition held for filling open positions in Gamgeoba and Sakrebulo of Terjola Municipality.

ISFED faced certain obstacles in implementation of monitoring in 14 out of 58 municipalities. 5  local self-government agencies allowed only a few non-governmental organizations to monitor the process of interviews but certain restrictions applied. 9 self-government authorities refused to allow organizations monitor their current or scheduled interviews.  Notably, none of the self-governing territories allowed us to monitor the process of decision-making. Further, in addition to restricting our access to interviews, observer of ISFED was subjected to pressure by unauthorized individuals in Terjola Municipality. We believe that the reasons why commissions curtailed rights of monitoring organizations are completely unsubstantiated and groundless.

ISFED has already monitored the process of testing in all self-government territories and the process of interviews in 49 municipalities and self-governing cities of Georgia. The report highlights key trends and irregularities detected by the monitoring.

ISFED’s observer was not allowed to monitor job interviews at Terjola Gamgeoba. The observer reported that she was mistreated and subjected to verbal threats by unauthorized persons inside the building, who were members of the commission for certification and competition.

Today, on December 4th, The International Society for Fair Elections and Democracy (ISFED) presented the interim report of monitoring of Local Self-Government bodies. ISFED is implementing the monitoring in all self-governing communities and cities of Georgia by means of 73 observers.

On 19 and 21 November, International Society for Fair Elections and Democracy has conducted roundtable meetings in Oni and self-governing city and community of Zugdidi with the representatives of local self-government bodies, in particular, the meetings were attended by the representatives of Sakrebulo, Gamgeoba and Mayor’s Office.
