ISFED has filed 127 complaints with district electoral commissions concerning violations detected on the Election Day, during counting of votes and in the post-election period of the October 28 presidential election of Georgia. Out of these complaints, 15 were satisfied, 13 were partially satisfied, 40 were not satisfied and 18 were left without consideration. One complaint was withdrawn by the organization itself. Several complaints that sought imposition of administrative liability on commission members are still pending.

This year marks the first time the population of Georgia will be electing the president through runoff election. Nearly equal support received by the frontrunners on October 28 polling day, who will be competing in the runoff indicates that the second round of the presidential election will be highly competitive. Thus, the second round of the 201 presidential election will be an important test for development and consolidation of Georgian democracy.

Based on PVT reports from ISFED observers, voter turnout was 46.6% (with margin of error +/- 0.8%), which is similar to the 2013 Presidential Elections when final turnout was 47.0%. Presence of unauthorized persons was reported in the 0.6% of the polling stations.

Based on the analysis of the information received through PVT methodology ISFED concludes that the voting process was mostly conducted without significant violations. However, throughout the voting process different kinds of procedural violations were reported, such as limiting the rights of observers; violation of inking procedure; procedural violations related to ballot papers; presence of unauthorized persons at the polling station; errors related to the voters list; voting instead of other voter; campaigning at the polling station, etc. Also separate cases of verbal and physical violations were identified.

The International Society for Fair Elections and Democracy (ISFED) is monitoring the October 28, 2018 Presidential Elections in all electoral districts around Georgia. ISFED Observation Mission consists of more than 800 accredited and trained observers deployed at precinct, 73 observers deployed at district electoral commissions and 78 mobile groups. PVT and Incident Centers are working in the central office with 15 operators and 10 lawyers.

According to ISFED, voter turnout by 12:00 is 16.0% , (with a margin of error of +/-0.5 %), which is slightly lower compared to 2013 Presidential Elections when voter turnout by 12:00 was 17.2%.

Based on the information provided by ISFED observers, the opening and setting up process at the majority of polling stations took place without substantial violations. However, cases of procedural violation of casting of lots and inadequate handling of electoral documentation was observed at several polling stations.

On August 1, the President of Georgia set October 28 as the date of the regular presidential election. Official election campaign began on August 28, sixty days prior, and became more intensive and strained as Election Day approached.
