Civil Society Platform No to Phobia expresses extreme concern over the draft law initiated in the Parliament of Georgia envisaging administrative liability for insulting religious feelings. We believe that if adopted, the draft law will put considerable limitations on freedom of speech and expression in Georgia and will further oppress the country’s religious minorities.

We issue this statement in reaction to the announcement made by the Prime Minister of Georgia during his meeting with the inter-faction group of the non-parliamentary opposition, according to which a political decision to abolish the so-called “special precincts” has been made.

The following NGOs – International Society for Fair Elections and Democracy, Georgian Young Lawyers’ Association and Transparency International – Georgia, - refuse to accept the offer of the Defense Ministry to visit a special electoral precinct few days ahead of the elections. The special electoral precinct has been established to allow military workers to participate in Gamgebeli by-elections scheduled to be held on January 28.

Members of NGO platform No to Phobia condemn violent actions of Tamaz Mechiauri, Chair of the Parliamentary Budget and Finance Committee, and his Anti-Armenian sentiments. We believe that government officials must show a high degree of tolerance towards peaceful forms of public protest, while because their public remarks are of public interest the must refrain from any xenophobic expressions.

The Coalition for an Independent and Transparent Justice was closely observing the process of selection of candidates for the 61 vacant judicial positions taking place at the High Council of Justice. We would like to voice our findings and once again indicate the significant gaps revealed during the interviews with the candidates. On the one hand, these gaps make the judicial selection process unreliable and on the other hand, they raise important questions on whether the process is objective and free of political bias.

On December 2, 2015, legal affairs committee of the parliament of Georgia voted down the bill initiated by the Gender Task Force for Women’s Political Participation on June 10, 2015. The legislative proposal introduced 50% gender quota for proportional party lists in parliamentary and local self-government elections, in order to ensure at least 25% women representation in the parliament of Georgia and increase number of women in Sakrebulos (local councils).

Based on media reports, on December 9, 2015, shots were fired at UNM office in Dedoplitskaro at night, smashing office windows, damaging walls and office furniture. The landlord, who lives in the very same building on the second floor, said that he learned about the incident in the morning of December 10 and reported it to the police.
