On November 26, 2015, a draft amendment to the organic law of Georgia “Election Code of Georgia” was registered in the Parliament of Georgia laying out new regulations for territorial distribution of majoritarian electoral districts for parliamentary elections.

The Coalition calls on the government representatives to refrain from making substantially flawed and misleading statements regarding the Constitutional Court. Also, it is important that the politicians are careful when weighing in on the cases considered by the Court and refrain from disseminating statements that will be perceived as intrusive into the working of the Court and pressuring Justices.

Following ISFED’s complaint, the National Communications Commission (GNCC) found news agencies Reporter and MPress in violation of rules for publishing polling results. By November 12, 2015 decision of the GNCC, protocols of administrative offence were prepared against the said agencies and transferred to Tbilisi City Court for further actions.

On November 12, heads of the organizations ISFED and Transparency International – Georgia met with Irma Inashvili and other representatives of the Alliance of Patriots. They initiated a hunger strike five days ago to demand improvement of the electoral environment in Georgia.

On November 10, former PM Bidzina Ivanishvili made extensive comments for media about latest developments in the country. He made critical statements about official residence and workplace of the President of Georgia, about Rustavi 2 trial, Board Members of the National Bank of Georgia, and statements of OSCE and the Council of Europe about Georgia.

For October 31 by-elections, ISFED filed 12 complaints with District Electoral Commissions (DECs), including 7 complaints over violations observed during opening of polling stations and voting, and 5 complaints over irregularities in summary protocols. Out of the twelve complaints, 6 were filed with Martvili DEC and another 6 with Sagarejo DEC.

We, the signatories named below, issue the present statement in reaction to November 8 media reports about alleged police violence against lawyer of Legal Aid Service, Giorgi Mdinaradze. As a result, the lawyer suffered injuries, also documented by media footage. Detailed description of the injuries has also been published by the Public Defender’s office. Representatives of the Public Defender visited the victim in person.

On Thursday, November 5, Judge Tamaz Urtmelidze of the Tbilisi City Court issued a ruling to secure the enforcement of the decision regarding the case of Rustavi 2 on the basis of the application of the plaintiff – the lawyer of Kibar Khalvashi, a businessman affiliated with the Government.  According to the decision, temporary administrators have been appointed to the broadcasting company Rustavi 2, and the authority of the current top management team has been suspended. Moreover, the appointed temporary administrators are Revaz Sakevarishvili, the former executive of the TV Imedi, and David Dvali, one of the former shareholders of Rustavi 2.

It is now obvious that this decision was made to circumvent the ruling of the Constitutional Court of Georgia, which prevented the immediate enforcement of the Civil Court’s decision of November 3 on changing the ownership of Rustavi 2.
