The organizations that have prepared and signed this statement would like to respond to the tense developments in the country. We believe that various groups have recently stepped up the activities that pose a threat to the pluralism in the media and political pluralism as well as to the public order. There is a real threat of further escalation of the situation and violent actions, so all political and civil groups need to treat the situation with a special sense of responsibility.

The present statement is issued in response to the posting of graphic videos of torture on a Ukrainian website and public screenings of these videos in Tbilisi and Zugdidi.

International Society for Fair Elections and Democracy continues the cycle of its meetings in the regions. On October 16 ISFED held meetings in municipalities of Zestaponi and Tslaltubo. The meetings were attended by municipal public servants and other stakeholders.

Today on October 15, the European Network of Election Monitoring Organizations (ENEMO) announced the launch of its international mission for monitoring local self-government elections in Ukraine.

We, the signatories named below, call upon the citizens of Georgia as well as international society to draw attention to the state of human rights, rule of law and democracy in the country, affecting pre-election environment in the run up to the 2016 parliamentary elections.

This statement is issued in reaction to the arrest of Rustavi 2 TV Company supporters outside the parliamentary building for assaulting MP Davit Lortkipanidze of the faction Georgian Dream. The detainees were charged with hooliganism (Article 239 of the Criminal Code of Georgia), which constitutes serious crime and is punishable by deprivation of liberty from 4 to 7 years. Notably, reports indicate that whereabouts of the detainees were unknown for three ours, until Rustavi 2 reported that they were missing. They were sentenced to pre-trial detention as a measure of restraint.

According to the reports in the media today, a court has ruled to freeze the assets of the Sakartvelo TV station upon request from Kibar Khalvashi’s lawyer. The Sakartvelo TV station owns 51 percent of the Rustavi-2 TV station (Sakartvelo is owned by the Qaramanashvili brothers who also own 40 percent of Rustavi-2)

On September 16, 2015 the Constitutional Court of Georgia announced its ruling in Giorgi Ugulava’s case. We issue this statement in light of the recent developments around the case.

Bodies of local self-government provided access to public information after ISFED filed subsequent complaints in court. Problems faced by ISFED with respect to accessing public information in the process of monitoring local self-government activities forced it to take a legal action.
