On July 12, 2014 for the second round of Local Elections ISFED will implement the monitoring in all 28 districts of Georgia using the Parallel Vote Tabulation (PVT) methodology. ISFED will deploy around 740 static observers to the precinct election commissions, 21 DEC observers to the district election commissions and 32 Mobile groups, specifically:

Parties were not being particularly active during the pre-election period of the second round of the local self-government elections. Compared to the pre-election period of the previous round, the number of meetings held by candidates with voters significantly decreased.

According to media reports, Chorbishop of Catholicos-Patriarch of Georgia Jakob (Konstantine Iakobashvili) made illegal political calls during Sunday sermon containing signs of pre-election campaign.

individual members of the CEC have expressed their concern over monitoring
organizations being “incompetent”. Instead of discussing actual problems, the
CEC attempted divert the attention from important problems detected in the work
of the election administration by criticizing monitoring organizations.

The International Society for Fair Elections and Democracy (ISFED) monitored the June 29, 2014 repeated local self-government elections in all 9 districts. The ISFED’s observation mission consisted of 14 accredited and trained observers who have been deployed to 14 precincts, whereas 9 observers have been deployed to district commissions. There were also 4 mobile teams throughout the electoral districts.

Based on the information provided by ISFED’s observers, voting process was conducted in a calm and organized manner. During the voting and closing of polling stations there were no major violations observed. Minor technical flaws were observed by ISFED’s observers which were upheld by election administration.
