ISFED believes that the existing legislation does not allow such changes, which calls legitimacy of changing the polling procedures by the CEC decree and bypassing the Election Code into question. Amending procedures provided in the Election Code by the CEC degree sets a negative precedent and may create the risk of disregarding electoral legislation in the future.

The undersigned organizations stand ready to provide legal assistance to victims of human rights violations. We also urge individual citizens to share with us any information about incidents of human rights abuse, as it will help us evaluate and respond to the situation effectively.

The signatory organizations believe that the chairperson of the Human Rights and Civil Integration Committee should resign and an individual with correct vision about fundamental human rights, who will aim to protect human rights in Georgia, should be chosen as the chairperson of the committee.

Based on the information received from ISFED observers, the voting process, closing of polling stations, counting and tabulation proceeded in a generally calm environment without significant violations. In some precincts procedural violations were observed.

All ISFED observers were allowed to enter the precincts and could freely observe the process. According to the observers, the opening and setting up of polling stations went without significant violations at the majority of polling stations. Procedural errors have been identified at some of the polling stations.

These by-elections mark the first time that elections are held under the new composition of the electoral administration. In particular, all levels of the electoral administration will be composed of 12 members including 6 party-appointed members 3 of which are appointed by the Georgian Dream.
