საზოგადოებას და განსაკუთრებით პოლიტიკოსებს უნდა ესმოდეთ, რომ ლგბტ ადამიანები არიან საზოგადოების თანასწორი წევრები და მათ თანასწორი უფლებები გააჩნიათ. მათი უფლებების აღიარება და დაცვა არა პროპაგანდა არამედ საქართველოს კონსტიტუციითა და საერთაშორისო დოკუმენტებით სახელმწიფოს ნაკისრი ვალდებულებაა. განსაკუთრებით შემაშფოთებელია, პოლიტიკოსების მიერ ლგბტ ადამიანების უფლებებზე საუბრისას რუსული პროპაგანდის მიერ დამკვიდრებული ტერმინის “ლგბტ პროპაგანდის” გამოყენება.

Events after the vote count at polling station #59 (Nasakirali settlement) of Ozurgeti #60 electoral district create substantial suspicions that there was a focused attempt to create disturbances at the precinct which would result in its annulment. Based on full observation of the voting and tabulation process, ISFED underscores that there is no substantial ground for annulment of the PEC #59 as the integrity of elections at the polling station is not threatened. 

The monitoring found that the period between the first and the second round of local self-government elections was marked by instances of harassment/intimidation on political grounds and misuse of administrative resources in Ozurgeti, which threaten equal and free pre-election environment.

ISFED has filed 194 complaints with district electoral commissions (DECs) in connection to violations detected during the voting, counting of votes and in the post-election period of October 21 local self-government elections. 42 of ISFED complaints were satisfied, 30 were partially satisfied, 80 were not satisfied and 6 were dismissed without consideration.

On October 27, 2017, the Tbilisi Court of Appeals upheld a decision of the District Court of Mtskheta which had invalidated decrees no. 16 and no. 17 of DEC no. 19 of Tianeti.

The above circumstances call results of the mayoral election in Tianeti precinct into question, where the Georgian Dream candidate got only 4 votes more than her opponent. To guarantee public trust and legitimacy of elections, we call for invalidating results at the polling station no.20 and holding of repeat elections.

The pre-election period of the 21 October 2017 local self-government elections officially began on August 22 and lasted two months. The pre-election period was mostly peaceful and political parties were noticeably active.

Such facts are unacceptable and, if confirmed, would harm peaceful, equal, free and fair election environment. Furthermore, as the information contains signs of criminal offense, the investigation of these cases should be started.
