The International Society for Fair Elections and Democracy (ISFED) observed the parliamentary by-elections in all three electoral districts through mobile teams, district election commission observers and 60 short-term observers at the polling stations. ISFED presents the qualitative and quantitative information regarding voting process and violations up to this time.

The International Society for Fair Elections and Democracy (ISFED) observers the parliamentary by- elections in all three electoral districts through mobile teams, district election commission observers and 60 short-term observers at the polling stations. SMS and incident centers operate at the central office where the observers transmit information regarding the Election Day process and detected violations. Besides, ordinary citizens can also submit text messages to the toll-free SMS number 90039 should they identify any electoral violations.

On April 14, the Central Election Commission released a statement in response to the opinions expressed by non-governmental organizations regarding the appointment of precinct election commission secretaries. The CEC statement notes that “competent opinions on such matters should be based on the principle of the rule of law instead of political expediency”. The CEC calls on non-governmental organizations to join the public discussion on this issue under the title “The Role of Civil Society in the Electoral Processes."

In  its  February  26,  2013  resolution  N7/2013,  the  CEC  adopted  guidelines  for  PEC members for   April 27, 2013 by-elections. The guidelines explained procedures for appointment of PEC secretaries, saying that secretaries are appointed from members of PECs that represent political parties (except for members of the United National Movement).

ISFED has studied the ongoing process of dismissals of employees from local self-governments following the 2012 parliamentary elections. Based on public information obtained by ISFED from all municipalities, there were total of 1790 employees dismissed from October 1, 2012 to February 28, 2013. Out of 69 municipalities, staff changes occurred in 54 Gamgeobas and 25 Sakrebulos.
