The Coalition for Independent and Transparent Judiciary responds to media statements and calls by High Council of Justice (HCOJ) members that discussed the need for new regulations limiting the freedom of expression and called for improvement of self-regulatory mechanisms of the media, in order to protect the standing of the judiciary and reputation of judges.

The State Constitutional Commission, which was established on December 15, 2016, will hold a final session at the end of the week. The NGOs in the Commission would like to briefly review the constitutional amendments proposed so far.

The Coalition for an Independent and Transparent Judiciary addresses the twentieth Judicial Conference held on extraordinary basis, which is supposed to elect two new members of the High Council of Justice.

The Coalition addresses the judicial selection competition that the High Council of Justice (HCOJ) initiated on February 17 to fill 84 vacancies. Applications have already been reviewed and 105 candidates were selected for interviews.

The Coalition believes that in these circumstances the Government should acknowledge that systemic problems exist in the court system and get determined to ensure judicial independence by commencing substantial reforms in the court system.

ტელეკომპანია „რუსთავი 2”-ის საქმის სასამართლო განხილვის ხარისხმა, პროცედურულმა ხარვეზებმა და თითოეულ ეტაპზე გაჩენილმა კითხვებმა, ისევე როგორც ადამიანის უფლებათა ევროპული სასამართლოს მიერ უზენაესი სასამართლოს გადაწყვეტილების აღსრულების შეჩერებამ, კიდევ ერთხელ დაადასტურა ის სისტემური პრობლემები, რაც მართლმსაჯულების სისტემაში არსებობს და რაზეც ადგილობრივი და საერთაშორისო ორგანიზაციები აქტიურად მიუთითებდნენ.

We would like to respond to a legislative package presented by the Georgian Dream majority to the Constitutional Commission. The package proposes abolishment of the majoritarian component of the electoral system but it does not ensure proportionality between votes garnered and the parliamentary seats gained by the party. Further, political parties will not be able to run as a political bloc in elections, and Georgian constituents will not be able to vote directly for the president of Georgia.

We believe that the rights of women and other vulnerable groups are not implemented properly, which is mostly caused by the lack of constitutional safeguards of substantive equality.

The Coalition for an Independent and Transparent Judiciary submitted a written communication to the Council of Europe Committee of Ministers.  The document aims to inform the Committee of Ministers about the state of execution of the so-called Garibashvili Group cases.
