The pre-election period of the 21 October 2017 local self-government elections officially began on August 22 and lasted two months. The pre-election period was mostly peaceful and political parties were noticeably active.

The International Society for Fair Elections and Democracy (ISFED) has been conducting a long-term pre-election monitoring of the October 21, 2017 elections of municipal representative bodies - Sakrebulos and Mayors of local self-governing cities/self-governing communities - through 70 long-term observers since July 24. The monitoring is carried out with the support of the United States Agency for International Development (USAID) and the National Endowment for Democracy (NED). The third interim report of the pre-election monitoring covers the reporting period of September 26 – October 16, 2017.

As the polling day drew near, frequency of such violations that undermine free and level playing field for electoral subjects increased.

Such facts are unacceptable and, if confirmed, would harm peaceful, equal, free and fair election environment. Furthermore, as the information contains signs of criminal offense, the investigation of these cases should be started.

During the reporting period election campaigning became noticeably active. ISFED observers monitored 252 public meetings held by electoral subjects.

Within the reporting period, ISFED detected 13 instances of alleged political intimidation/harassment, 2 instances of violence, 4 instances of interference with campaigning, 9 instances of illegal participation in campaigning, 3 instances of misuse of administrative resources, 1 instance of possible vote buying, 4 instances of damaging campaign materials.

On September 6, the Central Election Commission (CEC) chose Nino Beridze as a member of Aspindza DEC no.39. On September 8, she was selected as a secretary of the same DEC.

The International Society for Fair Elections and Democracy (ISFED) filed two complaints with the electoral administration in connection to violations of campaigning rules in Kvareli and Batumi and misuse of administrative resources.
